North Dakota Issues Air Permit for Meridian Davis Refinery

The North Dakota Department of Health (NDDoH) has issued a Permit to Construct to Meridian Energy Group Inc. for the Davis Refinery to be located in Billings County, approximately two miles west of Belfield.

"The Davis Refinery permit application was subjected to an extensive review by the NDDoH," said Terry O'Clair, Director of the Division of Air Quality. "Emissions from the facility are expected to comply with all applicable federal and state air quality regulations."

The granting of the permit on Tuesday allows the company to proceed with construction under N.D. Administrative Code 33-15-14 Air Pollution Control Rules; however, other approvals may be required under different rules or through different agencies. The permit requires monitoring, reporting and recordkeeping to ensure compliance with the air quality permit.

The NDDoH will conduct inspections to ensure compliance with air quality regulations. After demonstrating compliance with the air quality regulations, the facility will require an air quality permit to operate.

During the public comment period, the NDDoH received and reviewed more than 10,000 comments, and revisions were made to the permit to address those comments.
